Should I use Tip Top Snap on Rollers on Wet,Damp or dry hair?

It has Tiny Teeth. . to hold the hair evenly.
And I really can’t understand the description, It says:

Will I use it when my hair is Wet,damp or dry?
From the description, I would say if you want more prominent curls, use it when its wet…
But for more subtle curls, use it when its damp.
