Hmm.. in my opinion that is too much for halloween and is going to be very expensive. If you want your nails done, get a friend who is a girl to paint them for you in pink and buy cheap waxing strips from a chemist or supermarket. By eyelash extensions, do you mean false stick on eyelashes? IF you do mean real eyelash extensions – dont (it is very expensive and why just for one night). This is the same for the real human hair wig – you can buy one if you like but it will be very expensive. Just buy a joke one online! To arch your eyebrows, also get a friend who is a girl to do that for you with some tweezers.
If you like, you could buy a cheap slutty dress from somewhere like primark (I like in UK). Oh yeah, you defo need a pair of heels (if you can find one in your size!) and some over the top jewellery.
As for makeup, you should wear nothing less than bright red/pink lipstick and tons of mascara and eyeliner.
