Anyone have any suggestions about how I could make a wig that looks like Midori’s from Guitar Hero?

I am planning on dressing up like Midori from GH for halloween. I woudl like to dress up as the one with the puffballs for hair but am wondering how to make the hair. I have tried those foam balls from Hobby Lobby but the dowel rod does not stay in. I am planning on using a headband, with dowelrods coming out but am unsure of what i can use for the balls. Also, where could i get a fabric that looks like her hair? Any suggestions would be helpful, here’s a picture of her if you dont know what I’m talking about. Thanks!

I am not sure what to do for the balls, unless maybe you could hot glue them to the dowel rod? I think the best thing you could do for the hair (once you find some sort of ball to glue it to) is to hot glue a ton of cotton stuffing onto it.. or even the spiderweb material they have for halloween decorations. And then spraypaint it hot pink or whatever color you are wanting the hair to be. Good luck!
